An imperial auditor has arrived unannounced. More trouble than he's worth, but you'd better comply with his requests or he'll create... difficulties for your planetary trade. He's requesting access to all your trade files and ship logs. All hail the emperor...


Gaius, Imperial Auditor
Type: Capricornus

Stats:
Scan +60 (before bonuses)

Rank Bonuses:
2% increase in Gaius, Imperial Auditor's stats per additional rank

Unlockable Stats:
Rank 30: Hull +100, Research -500 (before bonuses)
Rank 60: Attack +90, Minerals -500 (before bonuses)
Rank 100: Planet Cloak +5% (Fixed, no rank bonus)

Next Rank Requirements:
Complete a planetary audit.
(Max Rank: 100)

What now? What's a planetary audit?!

Planetary Audits
(8 hours after completion of the previous audit... the empire is a hassle but they're also not wasting time)
Gaius has found irregularities in the records of [random planet you own], and shut down all trade from it until the audit is completed.

Audits cost [audited planet's total production/5] energy (calculated when Gaius starts his audit) per round, 10 activations (no cooldown) required to complete the audit.

On audit completion , there is a random chance of a temporary tax being levied on the planet (-10% production for 1 week), a fine being issued (1 billion credits or ship's mods take damage, like upkeep), or a boon from the emperor for good work (+5% production for 1 week).

Ally can not be dismissed until rank 100, and yes, shows up out of nowhere

+1 so long as the ally stops auditing when maxed. the upkeep of -500 minerals and -500 research can stay though.
To ICBLF, now is that 5% planet cloak an activated ability? or is that 5% cloaking empire wide?
Personally i would prefer the activated ability of a permenant 5% cloaking added to a planet as an ability as opposed to a blanket empire wide boost.
And standard cool down time of 20 hrs before using it again and only one use per planet.

I was picturing the audits stopping when maxed, and while I was picturing a passive (i.e. not triggered by an ability) 5% boost to all the player's planets, I can see either way being done.

but you might want to put a minimum rank where you can get it
a rank 1 to 50 player who gets this one would be in trouble with the -500 recearch, -500 minerals

rank 400+ or so would proberly be the right minimum rank for this one
