New member accepted/denied note

 This is inspired by the new alert system where you can add your own message. When you accept or deny a new pilot into your squadron, it pops up in the officer channel who made the desicion, and an 'alert' saying why. You're given the option of filling out the alert when you hit the accept/deny button.

I like it too. Although you really only need it when you deny someone. If you accept them, you can talk to them in the chat.
