The idea is to be able to siege planets with a player's ship to hurt your opponents' resources or even take a planet by siege. This could be done a number of ways, but my suggestion would be as follows:
First your ship must siege ("guard") an unguarded enemy planet. This event would alert the planet's owner, making the sieging ship vulnerable to attack (or unstable wormhole).
Sieges would progress as follows: Each day of siege undoes a day of planetary development Once development is destroyed (1-5 days, depending on development), planet loses 10% population each day Planet can be invaded normally if population reduced by siege (total 1-15 days, depending on development and population)
Once the sieging ship is removed (disabled, warped away, or sieging ship leaves) the planet behaves normally (development and or population rebuilds). Planets may not be sieged if invaded in the past 24 hours (e.g., "new colonies" may not be sieged). To prevent siege spamming, you may not repeat a siege on the same planet within 24 hours after loss of siege (or a starting a siege could have a level dependent start CR cost).
