One thing that's been mentioned many times before is having preset module layouts. If you could have those, then you could equip/unequip your modules in only one or two clicks.

But anyways, back to topic. I think this would be a great addition as a mission completion reward. And whilst I like ODragon's suggestion of putting it mid-level and moving everything up by one, this could cause a problem for anyone that is already past the mid-point (Like most of the people posting here from what I can tell, including myself). I'd personally add it as a new Tier 24 module, perhaps gained with 90 completed missions to follow the existing mission completion reward pattern (Every 4 missions).

This would be a good idea, BELOW. But a lot of people seem to want the game to be easier, dont forget this is not a graf-x game and is mostly a stats game, and the effort of installing and uninstalling is all apart of it, energy only lasts so long, and if like me and you do spend a bit of cash on the game, you may have energy a lot of the time, in that case you can disable the items, and when out of energy install them, but to say you cant be arsed to uninstall them and dont like having to pay for the repairs for them when uninstalling them upon lvl up, is silly, ITS PART OF THE GAME, if you dont like it dont do it.

But if this rule is to be introduced i think that FuriousRage has the right insight here, (Below Quote)
