My take on this is that level shouldn't be a factor at all, a ship's strength should depend on the modules installed on that ship and the number and kinds of crew it has. How you build your ship and what technology you research will dictate your strength and your role in the game. Leveling is important only to get the rank points and to access certain missions.

For revenue, low level players can always purchase special modules and artifacts using GL points.

it does already do this. there is no level cap, just a ship size cap so that shaller ships are 'harder' to hit. if a level 100 had no damage cap then they would completely own all the level 60s. and ship strength is based on what modules and crew you have. that is what decides your average legion strength.

I do not really see what you are proposing, other than removing the damage cap. but for the most part until you max out your teck decks are what decides how good your ship is. after that it is all about crew. and all of that is gained by rank points. so because smaller players have less rank points to spend than a higher level, there is a damage cap to make it fair.

although i would like there to be no damage cap on other players, i am happy it is there for me. therefor, i would have to say i disapprove of this idea. It is good for the balance of the game, and keeps the low levels playing because they arnt being hammered by higher level ones.

Which most people will pay for ... i think it's fair if someone is willing to spend their cash on something they get to keep it permanently.

You didn't actually suggest anything...

It's not a factor except for getting rank points and accessing certain mission already, so I'm not sure what you're suggesting.
