Planet alert time is bad

 one can cheat using this, one attack some guys crappy planet,

Sure, if you happen to have two of his planets scanned already. It wouldn't be a cheat, just making the other guy choose what world he wants to cover more. Now if by sharing a planet you could see his other ones, *that* would be a cheat.
