More options for communicating

Right now the only way to send a message to people outside my Legion is to target them in the battle tab, then open a frequency. It would be nice to be able to do that with planets as well. For example, I have two enemy planets on my scan list that are occupied by active, mid-60's people who are not in a legion. Rather than invade their worlds, I'd rather open a comm channel and see if they would be interested in joining the squadron.
