Suggest setting up a way a player can pay via galactic credit points (the real money points) to reallocate their rank points. I know I spent mine foolishly when I started playing and would like to correct that mistake, and I doubt I'm the only one who did. If someone can pay to change their race and/or profession, why not the allocation as well (so long as they do not go below the starting amount in any area)?

i agree totally with this. it would allow those of us that screwed up to have a chance to fix those bad clicks.
ive put points into stuff i didnt want to cause of stupid browser bumping(auto-scrolling). id be happy to fork over some cash to undo those mistakes.

this has been suggested probably about the same amount of times as a planet warehouse. IDK why but apparently if you were to reallocate your points in would not count the stat boosting artifacts. So pretty much everyone playing the game for awhile dosnt want to.

It's not exactly the same as reallocation, and it does come with some drawbacks, but there is an option to restart your character. It can be found under help -> account reset. You will lose all planets, artifacts, and start out at rank 1, but if you've really messed up your ship, then it's an option. I was rank 50 something when I realized how much I messed up my ship, and in only a few weeks, I'm already back up to rank 39. Invest your research mostly into energy when restarting and you should bounce back up pretty quickly in ranking.

Buy a fishing boat, wear a sweater and be happy.

Two questions about your comment:

1. I notice you have a "common suggestions" list for those suggestions that apparently can be implemented. How about a "common suggestions that will not work" list to go along with that?

2. More about the reallocation: Do you mean it will not count the already existing stat-boosting artifacts, or any stat boosting artifact ever including ones that the player has not even used yet? If only the existing ones, then your comment seems to indicate that only the people who are at high levels don't want this (so no one can have it). Such an implementation would still be useful to someone at, say, level 30, who had no stat-boosting artifacts, but did not want to start over from scratch (maybe they have planets they know they'll never find again for instance). I'm thinking that once you're at level 200, any beginning-game mistakes in allocation are pretty much going to be insignificant anyway (whereas they won't be for a level 30 player). Short version: People playing the game for awhile (higher level players) are not the target audience for this tool.

RE:1. I would but between the fact that another page people have to look at is one more page that they might ignore (like my FAQ), that Dan takes every idea into consideration so having them in one place makes it easier to look for, and that as the game evolves something undoable before for some reason might become reasonable.
RE:2. This is true, and I dont have anything against the idea being implemented, but seeing as the target audience can fix their problem by simply playing the game and that there are many more important things to attend to I dont think this is going to be implemented anytime soon.
