Post subject:  When is a Planetary Attack, not a Planetary Attack?

when it is an artifact...

I had a legion mate share a planet asking us to defend it. When I looked at it, it says "Calm, last attacked 4 months, 2 days ago". When I asked him why he shared it, he told me someone dropped an Engineered Virus on the planet. I looked at the artifact tab and it was there.

I don't know about you but I would consider any artifact I can use on an enemy planet an attack... Maybe the system should recognize this as an attack also.

Ahh but it isnt an offensive action. Yes it usually leads to a proper attack and invasion attempt, but the artifact itself doesnt do any harm. Much like spy probes.

I would consider a biological attack an offensive action. I believe the same is true of the quantum-vaporizer which does halve your population.

place a sealed yet delicate glass tube containing the engineered virus under the edge of a vehicle's tires,.... and leave the planet before that guy comes back and moves his vehicle...
