When I shot it at RevengeNerd of Ancient Untouchables this happens:
blue bar flashes
then nothing... no top bar that says how many traps and my probe is not consumed.
I can't even close the window on his ship by clicking the red x (I can via clicking out-of-focus, after which I cannot click open ANY player nor NPC until I reload the BT)

He have no active effect on that I can see, so I'm guessing it's not halc or amp, I've also reloaded by BT a couple times and he's not going away so should not be pacified
he's not zeroed
my legion doesn't have a NAP with his
He's not on my friend list.

The trap probe works fine on other players, I've tested this on him multiple times and between those on other players.

I'm guessing this is a bug as I don't see any indication of otherwise. Any theories anyone?

I've been having the same problem. It happens very randomly and I can't find any explanation right now, since it's all on battle tab targets that I have no connection to.

I'm getting a similar problem with null fuses, sometimes they just don't work at all to remove krio trap effects. It's probably server lag?
