This is the 3rd time I have noticed this, When using rank points for Tactical officers anyways, the first point I use, takes the point but gives 0 Tacticals, I just used 9 points but only got 16 officers when I should have gotten 18. I am sure of this because I had 3 RPs, and I started at 3500 TOs, I now have 3516 and 0 RPs left. |

I believe this is an issue for which you should use the in-game support. |
