How can i get production points for the base to increase output?

You get production points every time you rank up the base.

ok but if we have spend points from base upgrade, can we somehow get new points?

Yes, every time you increase your bases level, you are given so many production points to spend how you wish.

There is no other way to get more points other than to upgrade your base to the next level.

You can also spend GP to redistribute your points (to switch from research production to artifact production for example).

If you use GP to reallocate production points, you don't get more of them. All of the base resource levels are reset to Average and you receive all of the production points back to put into places you need them. You can't get MORE production points except by levelling up your base.
