PVP XP exploit

 high level people are selling all of their modules so their ex-legionmates can 1-hit them for an obscene xp ratio. Even the repairs are cheap with no modules on.
Maybe if tier rewards were stronger, this wouldn't be as much of an issue. Or if modules from PVP were more like tier rewards. There are probably other ways to have it eliminated. Actually getting the XP bonus legitimately is very difficult and having it affect your XP ratio is downright impossible so it may as well be eliminated IMO, since it can lead to exploits.
