I read some where that you could change races is this true? If it is how do you change races?

That is correct. You can either pay for a change with GP or you can go through the mission chain beginning with The Glaviz Incident then turns into the Zolazin Pursuit, and then that turns into the Zolazin Battle where you will have the opportunity to obtain the Glaviz device after a battle with zolazin ships that spawn during the mission.
