In the text of this item it says:

Due to risk of Octafari control, it cannot be used on Oceanics.


Now I admit, I may have been trying to be cheeky, but I went to use these on an icy planet (that yes, later on down the road I would've melted). The message I received was:
The anchor cannot be used on this planet.

Now technically the planet isn't an oceanic. Just like a barren planet wouldn't be an oceanic. Later on, through the use of other artifacts you can then turn the icy into an oceanic. Just like you could with a barren planet. But I'm wondering if this is really the intended rule on the hyper dimensional anchors. There are loads of tricks where you can gain benefit and then use an arti to change a planet (see permafrost on an icy then turned into an exotic or countless others). Why would this one not be an acceptable trick?

it's like a frozen oceanic, whereas a barren has the liquid transfered. So technically it is correct.
