So far I've blown through 3 full energy tanks and working on the 4th now, and I have not seen a single Lazuli Harrower. Should they be labeled as Extremely Rare instead? (but I've found at least 7 ER's) This is kind of making it impossible to get the Our Former Oppressors

What rank are you at? I know in the 2-300s you see Ion Battleships, which are Lazuli commons.

470. I've seen Harrowers before, but yesterday the only Lazuli ships I saw were my own and fab plants.

I'm pretty sure if you take the kill shot on a shared NPC, it counts toward that medal. As a side note, I've killed about 15 Harrowers over the last day or so. They're out there. The Medal is only supposed to count Harrowers, so if anything else counts, including Fab Plants, it is a bug.
