So badge hunting and I come across someone with 168/20 atk/def. This person is only 28 levels lower than me, much closer than the 90 levels higher than me that badge hunt.

My atk/def is 1300/1100 and he does more damage to me the whole fight?

How?

If the damage you are doing every hit is the same then , yes you are most likely hitting there damage cap.

Did you use probs to get there atk/def info , if not they most likely have a lot of crew thats adding atk/def that you can't see.

this ship my have a small ship build (almost all officers and very little decks) that will make the enemy ship take less dmg (capped) and your cap is much higher so you take more dmg each hit either way.

So basically it would be better to do officers than decks so you take less damage and do more to your enemies?

seems a bit like a loop hole that the smaller ship does more damage to the bigger ship with better stats?

You just need to use your decks more efficiently with better research.

This.

A SSB (Small Ship Build) is awesome to have at low ranks, but once you get a bit further into the game, its a slow and painful death. Early on, its a good idea to use a majority of your rank points for decks so you have room to install better, more efficient ship modules that you research. But don't go overboard on decks, as they increase YOUR damage cap. Boosting your artifact production and only claiming above 4000 AP will help increase your rescued prisoner draws, giving extra rank points that you can use for decks, tactical officers and engineers. NEVER put rank points into scientists, helmsmen or cargo.

sorry no not exactly right simply an opinion, Small Ship Builds do often struggle at higher levels but largely because people rank too fast or don't have enough artifact production. If you do it right a small ship can be just as deadly at rank 20 as it is at rank 250 as one of my legion mates has proved. Virtually any ship build is viable its just that some, like small ships, are harder than simply making a massive ship with tons of modules. And yes i realise that rank 250 is not a hugely high rank but this guy is around that mark and easily disables rank 4-500s
