What is determining it this? crew. Please explain how someone with 4500 crew is not raiding a 250?

Yes, I've wondered the same thing. I have over 12k crew (15k+ when you take into account the protean armory). Yes I regularly fail against people who are hundreds of level below me and have no armories. It is confusing to say the least!

It's not confusing, it's random. Like almost everything in this game.
