What is determining it this? crew. Please explain how someone with 4500 crew is not raiding a 250? |

Yes, I've wondered the same thing. I have over 12k crew (15k+ when you take into account the protean armory). Yes I regularly fail against people who are hundreds of level below me and have no armories. It is confusing to say the least! |

It's not confusing, it's random. Like almost everything in this game. |
