I only saw three Octafari Leviathan's so was never able to get my fourth Leviathan Rift-Emitter. Is there any way to get one or cause another Leviathan to spawn so I can kill it and get one?
Just crossing my fingers and hoping.

If you finished the mission associated with it, then no.

if you haven't finished the mission, then just NPC some more and you'll get another one.

if you've finished the mission you might be able to petition Dan to remove 1 run from the mission so the mission would appear in your list again so that the leviathans can come back again...
