Once, I tried to take a planet, failed, and virused it so I could try again tomorrow.

I watched as the virus wore off, and it instantly went back up to full population.

The only way to INSTANTLY reduce it back to the virused level was to drop another virus, which got rid of all the "surplus" population.

One of my legion had a similar problem, but he attacked the planet, and the planet acted like the population was full. This needs to be fixed.
