 Is this the correct place to get support for an Artifact that did nothing when applied? I applied a Quantum Hydro-Meliorator artifact to my planet Kassmayne which was supposed to increase the research output permanently by +1, when applied planet was at VA, after applying the artifact it was still at VA. If not the correct place to request assistance can someone please let me know where to go? Thx

That is not what the description implies; the structures give +1 artifact production point, like a Surface Scanner.
