Cloak is broke

 Greetings! I have a rank 20 visiting our legion for trade. At rank 6 he found a planet with: 1300 passive def 3892 passive cloak.

Was the planet owned by an inactive player?

Was cloak ever fixed? Seems like it mostly works but fails every now and then.
