Strange % on base contributions

Our base contributions total about 70%. We've had at least 1 high-contributing player reset, and their contribution is erased entirely. Whilst this isn't a major bug, it's a strange one.

This might be to stop players from going into a legion which has % shares, donating a crap-ton of EM and then resetting to reap all the rewards.
