 I wanted to send a comm message to a legionmate and couldn't send one,i also got a message of some sort when i tried to send the message. I'll tell u what it says when i try sending him one. "This player is not (or no longer) in range of your ship. You may need to target this player again." and it also shows that red disable thing,u know once u kill a NPC and click on it it show the red thing.

how did you try targetting him for the message?
