I completed a Tracking the Contacts, and I received the reward; but, when I used the artifact, my battletab got a space for another npc but the npc didn't show. My account name is Okayde and the npc is a Roguelab.

I had the same issue, kill one of the other two NPC's in your battle tab, and then refresh the page, it should then show up.
