I just tried to invade a planet with no attack or defense, and I failed. I have 583 attack.

The highest chance of success is 90%.

It would've said you ahd a 90% chance.
sometimes you are just unlucky and fall into the 10% category.
You cant get 100% chance, its not in the game.
Unfortunately it happens to me all the time

same goes for hacking... you have a 95% chance at a hack, regardless of your cloak+scan... 5% chance to fail...
