The answer is Yes - Magic 8 Ball. My answer - Yes if you have 20K exactly you could get a MSP or anything else.

Not sure. i get prisoners, slightly more frequently than shipbots and i get spy probes all the time.

Another thing, i rarely get Time manipulators, maybe one a day.

i think the chances are weighted differently for each artifact, but have extra ap doesnt give you a higher chance to draw an artifact once above the minimum amount

The probability appears to be the same for every eligible artifact that can be pulled based on AP level. I have over 5000 samples that show this. The average assuming AP > 20000 is about 1600/draw, you will get about 1 of each thing per day on average for each 4k AP that you have. Mass storage pod accounts for about 20.5% of the total AP used (in case you want to draw under 20k AP).
