 Dmg calculation on early PVP below lvl20

Post Dmg calculation on early PVP below lvl20
Can someone explain how damage is calculated early on?
I have (lvl15) equipped 8 guns (~100dmg) and 1 Scanner. If I attack others with 0 weapons and 0 defense I still take sometimes much more dmg then they do - how is that possible?
Thx for clarification - for me it seems random if I win/loose regardeless of what I equip :cry: .

they have points in tac officers and helmsmen which boost thier attack and defense and dont show on your ship scan
