Noob question, someone could say how many hours do you have to use a "assimilation Locus" to get the double bonus???

It is based on the development status.
When you first conquer the planet you have 24 hours until it increases naturally to the next stage.
Or you can use Planetary Time Vortex but don't do that if you want to use the Locus.
