Hi. So I'm a level 200 player. My attack is 2150, my defense is 1544, my scan is 516, and my cloak is 410. So when I go on comp stomps, I can usually go through 10-100 NPCs(depending on my energy level) but I almost never see any Rare or higher enemies. Is it because that they're rare, and this happens to everyone, or is my scan to low, or what?

It's because they're rare; low scan only decreases the chance of finding NPCs with cloak, and I believe your scan is high enough for all the NPCs at your level.

The vast majority of NPC's don't have cloak - even the rare ones. I'm not sure of the exact figure, but I *think* the highest cloak that any NPC has is 600, so as long as scan is above that, then you'll be able to find every available NPC at your rank, given enough time and energy.
Rare NPC's are exactly that; rare. What matters is simply the number of NPC's that you kill. Each kill gives you another random chance of finding a rare NPC. And trust me when I say that killing 100 NPC's isn't enough to find some of them. Some NPC's seem more like thousands of kills before you see them. Think of killing NPC's as having lottery tickets; each kill gives you another ticket, but there's no guarantee that you'll win. But the more tickets (kills) you have, the greater your chance of winning.
If it helps, I would suggest investing in Shield research at your level. They're less space-efficient than Hull (Fewer total hitpoints) but since they recharge over time, they can actually last for longer - under the right circumstances. Hull repairs will start to get increasingly expensive from your level onwards too. The NPC Shield Recharge modules are very useful to install if you can find them. And don't forget to use a Shield Amplifier when you fight. Double the shield strength also means double the recharge.

Ok, thanks guys. Good, I was worried that I had to install a scanning device. Like I said, I usually mow right through those NPCs, so I'll keep on mowin.

Sheilds are nice but don't sacrifice at the expense of energy and attack. The more energy and the more attack you have the more efficient it is to farm NPCs. Make sure you have the max cannons installed (8) when you go npc farming and make sure all relays and weapons that reduce energy are uninstalled when your rank up.
