Do I have to have the Vortov before I buy Mercenary Payments, or could I purchase all 100 and then buy the Ally?

You only need 99 mercenary payments to max it. Get 100 and you waste 2 relic badges. And getting payments before vortov itself is smart. It will save you about 1 trillion credits in upkeep, possibly more.
