Hello - dose anyone know how I could contact the player NameChanged10573 - I need to discuss with him if he/she would be willing to flux one of my planets that he/she scanned, for a fee.

One way is to destroy your BT until you find him, though that's horribly inefficient. On the other hand, your ship would be pretty damn epic by the time you gave up :P.

But no, just temp flux it; you can't really contact people without having him/her show up on your BT or alerts.

He's probably banned.
Dan changes names to "namechangedXXX" when he bans people, well.. at least he used to.
