There are two buffs available from the universal service terminal on any given day, three during holiday events. But you can have up to four ust buffs (five during holiday events) on your ship at once if you time it right. The available buffs change at 0:00 GST. Shortly before then, activate one or both of the available buffs. Then when it changes, activate one or both of the available buffs. I have taken advantage of this quite a bit in my npc hunting, and a little bit in pvp as well.

That being said, the best time to npc hunt (just considering the ust) would be early Sunday to have +20% shield and +8% attack (available Sunday) and +10% npc attack (available Saturday). Or for longevity in npc hunting, the best time would be early Tuesday with +10% defense (available Monday), and +30% hull and +10% npc attack (available Tuesday).

The best time to pvp or fight bases would be early Friday with +8% attack and +10% defense (available Thursday), and +30% hull (available Friday). The best time to go on a crazy hacking spree would be early Saturday with +15% cloak (available Friday) and +6% scan (available Saturday).

But I have found that the times I mentioned are not the best time to npc hunt if you want rewards from alerted npc's.
