Be informed that they're not cheats. Those effects are obtained by doing the following missions:
The Shadow Lab - Shadow Cloak Bonuses
Weapon Yield Test - Stable Overcharge Settings
Repair Warp Gate - Warp Gate Defense Bonuses

Not something that unusual. There are players who would do mission chains in one setting.

edit: although, I question just what kind of strategy the player is trying to do.

They might've just been trying to clear more missions, especially considering his level.
