Why is it if I go to hack someone and it says my cloaking ability is not high enough then I hit them with an emp sphere and a quantum flare I am still unable to hack them ?

EMP spheres do nothing to reduce the opponents cloaking or scan, the decrease defense by 10%.

The quantum flare only reduces the opponents scan by 50% so it is possible that even after the 50% reduction, your cloak is still not high enough to be able to hack them.

Try the flare and a dark pyramid. maybe that will help. or equip a jammer or 2

yer right it was a positron clouder I used and still no hackee just too many artifact names to keep track of

im runnin 2 zolazin jammers ,2 em adaptive panels mk2 ,gamma channeler, stryll hunt sensor ,ai supercomputer , and fired a quantum flare and a positron clouder at a level 63 im lvl 79 with 304 succesful hacks

Maybe he was maxed out on scanners from a blitz and forget to uninstall...

Or he could have just been defending from someone else that was hacking him lol.

Positron clouder- reduces enemy cloak to 0
Quantum Flare- reduces enemy scan by 50%
Dark Pyramid- bonus 50 to your cloak
Tachyon cylinder- bonus 50 to your scan
Stryll Seeker- 10% increase to your scan
Continuum Beacon- 15% increase to your scan
Subspace Seeker- 175 to your scan

As far as your ABILITY to hack someone the only one's that matter are flares and pyramids. If you still can't hack them after that and you can't equip any more cloak on your ship, then you can't hack them. They just have way too much scan. All the others do is affect your chance of getting a critical hack against the person. (this is of course assuming you actualy have any scan to begin with.)

Quantum Flare- reduces enemy scan by 50%
Positron clouder- reduces enemy cloak to 0
