So, I recently saw a build like this on the BT. From what I saw it really seems to work, which surprised me. SSBs are infamous for being crappy hackers, so I really liked this.
The ship's design is very alike to a normal SSB, however, relies on a slightly (and I mean, slightly) higher deck count than the standard 1 per rank early on, and balances out later on.
For this, I'ma use a rank 250 as an example. Why? It's a decent rank for a SSB, and this has got to have taken a while to set up properly. It revolves around high hull and cloak, but very low scan. Through that, you can hack anyone on your BT with a good degree of accuracy, and still have the tiny damage cap. Despite 269 being the normal decks for an SSB this rank, I'll use 330 (still really, really low).
Weapons: None Shields: None Scan: None Energy: Relay x4, F.A.T.H.E.R x2 (30 decks) Hull: Perfect Fermionic x5, 3x Protean Armory, (219 decks) Cloak: Cipher Bot x3 , Anti-Tachycon Jammer [3] (78 Decks)
That gives you like, 3 odd decks, about 540 cloak, and minimum scan. Obviously, 50 scan might be better, but whatever. 540 isn't a huge amount of cloak, but with no scan your opponents will have very little cloak themselves, and are therefore unlikely to be carrying scan either. You could go up to 400 decks (still very low), and install the other Anti-Tachycon Jammer, or Dominion Cannons. I suppose it's not a pure SSB really, but over time you could very easily make it into one. In addition, you could focus on energy, and the strong hull/low damage cap will STILL make you a #$&*@ to kill. Useful, I think for a hacker.
Anyways. What're your thoughts on this?

Anti-Tachycon Jammer - 2 jammers only and 2 cloaks. so this example has its flaws already.
When I was a SSB I would have with even less cloak than that and got my badges quickly. Hacking was boring, but imo it is a late game tactic. hacking a rank 300 is so pointless, the research you get is pathetically low, if you do get a crit is never going to be a good planet. At least in late game when you are hacking 1k+ players the res you pull is decent and the chance of a good planet exists, it might be really low but it's there.
That being said I think sasami said it though swapping mods is like the core tactic of an early to mid SSB/MSB. Your build might be a plausible set-up for a swap but for the more cheap SSB/MSB players they might go for a less expensive set-up sac'ing some cloak for more def/hull with mission mods like kronyn engine or the stryll containers.
