Pick your worst planet. Use the hyper terraformer on it. Load it with lots of artifact production. To optimize some CTLab structures, you may want to pick your worst unscanned planet that you didn't invade.

It can be a tiny very sparse barren or a mega colossal 17x oceanic or anything in between. A Hyperterraformer ALWAYS makes a Massive 13x/13x/13x Exotic.

Nope, it makes any planet into 13x mega all res, very large or large, forgot which one.
An alternative is to be a troll: here is how.
Step 1: "takes le planet with 2x of all storage + Gp items+ rare artifacts!* Step 2: Mylarai all of the stuff off (since your exotic should be production!) and do whatever you want with it. Step 3: Say "Thank you for the planet" once the owner disables you. Step 4: Use Hyperterraformer. Step 5: ???? Step 6: Enjoy your cannot-be-retaken-planet with all production and an envious noob.

I'm intending to use mine (when I eventually get it) on a tiny icy with a permafrost sub-network and a currently inactive owner. I've got my assimilation locus ready, just waiting for 7 more TO troop carriers to show up.

unless you plan on getting mining from your exotic I don't see why a locus would help
