I have REPEATEDLY been unable to hack guys that have 50% my cloak. I mean, the option isn't even there. I just now used a quantum flare - still unable to hack the guy, when his modules added up to ~200 cloak. Right now I have ~700. I have to be missing something. |

To get the option to hack you need to have more cloak then there scan. |

In addition, the closer their Scan is to your Cloak, the less of a chance you have to hack them. Their level of cloak affects how likely they are to counterhack you. Scan levels (apparently?) affect how much research you hack (and maybe increase chances of a critical?). |

Your scan strength determines how much - if any - reseach you get. If your scan is drastically higher than tnere cloak, you get more. The chance of a citical is just that, its not measured by scan / cloak disparity. |
