You have nothing to be sorry about. You have every right to post your ship questions as anyone else. Just because "some" higher ups don't want to see it doesn't mean you can't do it.

To answer your post question, the ship is on the average to low side for a rank 85.
You need more guns and hull. I would drop the cloak.
Lastly, continue to take artifact planets. It is already your strongest production area, so you are off to a great start.
