I'd advise shields, at least up to Rifts, which give access to Planetary Shields. If you've got any good planets, you'll be needing those Planetary Shields.

guessing you arent running many cores?
if you are doing the slow rank thing then hulls are better than shields...get 5 of the best on before you research more shield tech.
if you arent ranking slowly then energy...cant do anything without using energy
