dos anybody knows what is shield recharge rate for bases?

2% per min is wrong for ships, just to say. 60x2=120% But my shield takes roughly an hour and a half to charge. That's with only the harmonic resonator,

What I meant is that 1 "tick" is longer than 1 min at basic recharge rate. (ie. no T.O. Pulsers)

With all the terra pulsers it may well be 1 min, but it isn't always.

Ahhh, that might be true. I do know we did check the base last time we were attacked and it was 2% per minute.

if you're talking bases it's supposed to be a flat 2% of current (buffed or unbuffed) max shields per exact 2 minute tick

This one is right- there are currently no buffs for bases to make shield recharge quicker
