Even if you can get a legion to remove all the defenses, the damage cap on a level 6+ base is 600. So, 4 million damage would take over 6500 hits, which is a lot.

I know, since I did over 9M damage to get my genius medal :p

1 hit per second for 7 hours is 25200 hits = 15120000 damage providing you have the time and can find a base that can give you that amount of damage and is also willing to remove there defence for you .


But due to the exponential growth of planet colonisation that the limits in scanning you would also need to factor in that the last ~600 planets you would also have to buy.
