i just got around to completing that mission earlier today and i am so happy they no longer show up

I can tell you , I npc'd the hell out of it without completing it, took FOREVER. Many people got them quickly, I did not its extremely random. Just don't finish the mission part (but do a couple parts of them in case that will trigger it), and keep trying.
