depends how you look at it...the real questions are
1) how often are people scanning
a) how many of those that ARE scanning with frequency are going above it
b) how many of those could see me based on bt range and/or fb friend status
2) how many people are inclined to spend the e --when/if they found me
3) who is seeing that high on any NON scan day?
Based on these criteria and probably a few others, there are virtually zero visitors not planned for. I obviously could not know who did/could have seen me--i am never (99%) halced, but i can tell you only 1 person i didn't give a free link to in the last year has tried to kill me. Ironically i was online at that time.
So for whatever that is worth to you from a game play style standpoint.
I would guess my ship is top 20% in the game, tons of people stronger, but its all effort, desire, etc on any offline kill. I like not being molested on daily basis during npc hunting, base attacks, pvp, you name it. As the game has shrunk you can see the same names on all the ships on bt, regardless of shifting scan items.
I play this way to avoid annoyance and for the virtual aspect of being able to pick/choose my fights. I like the idea of playing a non standard race to try to be competitive and to show people there are other races and options than lith/talth/kro and other professions than expl, exc, and fixer.
Had quite a bit of fun with this and also embrace the idea of being in the vanguard of any theoretical play style.

ps- senator has created some very exquisite and splendid documents on pvp, play in general, and scan, amongst other topics...would love to see him compile a write up for cloak... People have asked, i think it would be flavorful at the minimum.
