 worth invading?

Post worth invading?
got a planet i want to invade...owner has been level 34 for a week or so, no legion.
i cannot colonise a planet for another 2 ranks...but can i successfully invade one?

If you can't colonize for another two ranks, you can't invade for another two ranks.
