Wow, wondered how I sized up to you on tech, now I know XD I have everything but 2/3 of Inverse flux and base research to go. (with 20k points on Topopolis to go, 2 hours).
I'd say Proxy-Universe, since the extra energy is handy.

IMO, researching UST is the best way to go, there are buffs that can benefit you such as the scan buff. You can never go wrong with an extra scan power on your run. Other than that, Proxies would benefit you better than cloak module.

reactors if the extra upkeep isn't too much of a hinderance, UST otherwise.
cloak is rather useless unless u wanna play with hack. frankly planet cloaking is better done via arti as the standard ones, even top tier, are crappy

i will never be installing quasis, or proxies. the cost in upkeep just isnt worth it.
why would anyone want to triple their upkeep for a minor boost in stats. and lets remind you that you can EASILY increase both attack and energy via rank points.
also ive never installed ANY researched cloak modules (beyond the need for them for certain missions) and is it really worth it to save yourself 5-20 energy on flares when trying to hack someone... hmmm NO
