No offense Flux, but I think you may have missed the point a little bit.
To me, it seems very clear that Annabell was using Navarone as an example of an empire of legions where strength was diluted by spreading numbers around a number of sister legions.
This observation is in direct response to the OP regarding whether or not such sister legions were helpful, or not.
The "why" of Navarone's motives, plans and actual number of legions is largely irrelevant to what she is saying.
In fact, what you responded tends to support what she said, rather than refute it.
A large number of weaker sister legions, for whatever reasons they are created, does not directly result in a stronger main legion.
With all due respect to your goals and hard work, the fact that Annabell does not regard the Navarone Empire as powerful is an opinion she is entirely entitled to.
It is in no way misleading... she just used Navarone as an example of a large empire that she doesn't regard as powerful, despite the size.
The fact she has absolutely no fear of expressing that opinion only reinforces the point she is making.
