Quantum Hydro-Meliorator. Planet Structure - size: 1, Artifact: 1, Pop: 100
Population bonus doubles if built on a Terra, Gaia, or a Dyson planet.
Population bonus triples if built on an oceanic.

It will most likely be on mission list later on. I think only the Christmas one will not since it was a holiday mission. I am like many of you and never check the wiki any more. lol So there you go. If you are going to post something about something on here being in the wiki please include a link to it. Thanks.

No, I had added it about an hour or so before you asked.

Nearly all chains are eventually added to the normal mission pool upon completion. You will not see Holiday missions after they are over...although occasional holiday artifacts can be purchased (ie..F.A.T.H.E.R.)

As soon as I realized the XP ratio was good enough, I did it all in 15m with a neural interface and an RSL... got about a dozen ranks out of it, and my finger hurt from clicking so much. Artifact is decent, since I had 10 ocean planets from the melter mission to put it on. It was like a wonderful surprise.

Resurrecting an oldish thread here, but a good thing to do is combine the Quantum Hydro-Meliorator with the Permafrost Sub-Network - if you have any left.

1. Find your best Icy world, or colonise the best one you can find.
2. Build a Permafrost Sub-Network on it.
3. Use an Ice Melter to turn the planet into an Oceanic.
4. Build a Quantum Hydro-Meliorator.

You'll then get a +400 population, +1 artifact, +2 research, and +100 cloak bonus for only 2 space.

Not only that, but if the planet is now large or better, you'll be able to use a Gravitic Amplifier artifact (Which is dropped by rank 310 Lazuli Fabrication Plant NPC's) to permanently increase the defense of the planet by 100. Lazuli Fabrication Plants also drop Interspacial Fold Generators which increase cloak by 100. Neither of these artifacts take up any space as they provide passive bonuses.

Go one further and hyper-terraform the planet and they will keep the bonuses.

Hyper-terraforming planets is best done on the crappiest planet you can find though. Whilst you would get these bonuses from doing it, overall it works out better to do it on a tiny, sparse planet. The very first planet that you colonised is often a good choice for Hyper-terraforming, unless you hit the jackpot and manage to start with a decent planet.

I actually added several notes to the entry for the Hyper-terraformer in the wiki along these lines a few weeks ago.
