It would be best used on a good artifact planet with rings or large moons, or a good mining planet with rings or large moons. Examples would be (other than dysons, rifts, and exotics) colossal 18x or 22x irradiateds, colossal 17x or 22x gaias, or mega colossal 17x or 22x oceanics. I imagine the rings or moons thing is something to entice players to spend more money on GP.
